Central and Wan Chai Reclamation

Project Scope & Objectives

The proposed reclamation extends along the waterfront from Sheung Wan to North Point. The project will :

provide land for the Hong Kong Station of the Airport Railway and the extended overrun tunnel of the Airport Railway;
provide land for the Central-Wan Chai Bypass and the Island Eastern Corridor Link;
accommodate land for the future Shatin to Central Link;
accommodate land for the future North Hong Kong Island Line; and
integrate the development with the existing area.

Background

After completion of the Central and Wan Chai Reclamation Feasibility Study in 1989, the Land Development Policy Committee endorsed a concept for gradual implementation of the reclamation. The reclamation consists of three district development cells separated by parks, namely, Central, Tamar and Exhibition. These development cells were further divided into five phases/projects.

Progress & Programme

At present three projects are completed, viz :-

1.	Central Reclamation Phase I (an Airport Core Programme project accommodating the Hong Kong Station of the Airport Railway) Area : 20 ha Cost : $2,710 million M.O.D. Programme : September 1993 - June 1998 (completed) The Central Reclamation Phase I provided the site for the Airport Railway Hong Kong Station. The remaining newly formed land is for general development and the reprovisioning of piers, cooling water pumphouses and other facilities displaced by the reclamation.
2.	Central Reclamation Phase II (Tamar Basin Reclamation ) Area : 5.3 ha Cost : $320 million M.O.D. Programme : December 1994 - September 1997 (completed) The Central Reclamation Phase II mainly comprises reclamation of the Tamar Basin. One of the sites has been sold in 1995 for commercial development.
3.	Wan Chai Reclamation Phase I (Island Reclamation for the Hong Kong Convention and Exhibition Centre Extension) Area : 7.0 ha Cost : $590 million M.O.D. Programme : March 1994 - May 1997 (completed) Wan Chai Reclamation Phase I includes the formation of an island by reclamation at the northern side of the Hong Kong Convention and Exhibition Centre to provide land for building an extension to the Centre. The island configuration is to ensure that water quality in the vicinity is maintained at acceptable levels after reclamation took place.

1.	Central Reclamation Phase III The Central Reclamation Phase III will provide land for construction of transport infrastructure comprising the Central-Wan Chai Bypass, the Airport Railway Extended Overrun Tunnel, the MTRCL North Hong Kong Island Line and other supporting road networks. A world-class waterfront promenade will be provided along the new waterfront for public enjoyment. Works commenced on 28 February 2003. After completion of the reclamation works in end 2008, the remaining roadworks, drainage works and the construction of CWB tunnel box have been substantially completed in October 2011.
2.	Wan Chai Development Phase II Wan Chai Development Phase II extends along the waterfront from the Central Reclamation Phase III to North Point. The main purpose of this project is to provide land for the construction of the Central-Wan Chai Bypass, the Island Eastern Corridor Link and other roads. It will accommodate the Hong Kong Island section of the MTRCL Shatin to Central Link and the North Hong Kong Island Line. A continuous waterfront promenade will be provided along the new waterfront. The Chief Executive in Council authorised the reclamation and the road work schemes on 19 May 2009. The works commenced on 30 December 2009 for completion in 2017.
